Director, Emergency Management Group
Kevin Clement is the Director of ALIS’ Emergency Management Group. Kevin is a Certified Emergency Manager (CEM), a FEMA Continuity Practitioner, a certified trainer in the Incident Command System (ICS) and Homeland Security Exercise and Evaluation Program (HSEEP), and an experienced and FEMA-trained Public Information Officer. He is an accomplished writer, planner, speaker, and trainer. Mr. Clement has developed multi-agency All Hazard Mitigation Plans, Continuity of Operations (COOP) plans, regional evacuation plans (for communities, jails, and animals), and risk and vulnerability assessments for State and local jurisdictions. A former member of the first Department of Defense Anti-Terrorism Task Force, he wrote the Texas Department of Public Safety’s (DPS) CONPLAN: Response to Terrorist Attack, and Operation BORDER STAR 2010, Texas’ border-wide security plan, integrating the efforts of Federal, State, local law enforcement agencies and private businesses. He has developed numerous operational plans and HSEEP-compliant exercises for the Texas Division of Emergency Management, Texas Rangers, and the DPS Special Weapons and Tactics Team (SWAT). He has authored the Support Plan for Super Bowl XLV, a regional Emergency Shelter Operations Guidebook, and was a contributing author for the American Public Works Association’s Recovery Operations Guidebook. Mr. Clement leads an Emergency Management Group of experienced and highly qualified subject matter experts covering all Emergency Support Functions.
