Description:

The Planning Team Leader Course provides an advanced level planning and team facilitation training to prepare graduates to serve as team leaders for planning in the Homeland Security Enterprise. The course goal is to educate homeland security planners familiar with the Federal Plan Development Process (FPDP) on how to effectively lead a planning team through a planning evolution and to understand and solve complex problems. As an application based course, it is designed to train the Federal Plan Development Process at the advanced level and to integrate that training with modules on group facilitation, critical thinking, creative thinking, use of models and simulations, risk management, and complex problem solving. This 40 hour course makes extensive use of hands-on practical exercises led by students serving as planning team leaders. Certified instructors with practical planning experience including extensive experience as planning team leaders teach this course in support of the Department of Homeland Security, the Department of Defense, and the rest of the Federal Interagency Homeland Security Community. This course is designed to be taken after both the DHS/DOD Introduction to Homeland Security/Homeland Defense Planning Course and the National Planners Course as the next step in planner and planning team skills development.

Objectives:
Students attending the course will be able to:

  • Apply critical and creative thinking skills to Homeland Security challenges
  • Lead and facilitate a group through the phases of the Federal Plan development Process;
  • Develop a team to perform at higher levels of efficiency and effectiveness;
  • Use a multitude of tools in varying circumstances to guide team development and performance:
  • Solve complex problems facing Homeland Security professional using principles grounded in the National Incident Management System.

Eligibility/Requirements:
Federal Agency employees (and contractors supporting Federal Agency offices) who have a role in the planning function. Priority is given to DHS government employees, and then to other Federal Agency employees prior to contractors.

Personnel welcome to attend the class include:

  • DHS personnel who lead preparedness efforts
  • Experienced planners who have conducted homeland security planning at the Federal, Regional, State, Local, or Private Sector levels.
  • Planners who lead or will lead planning teams through the FPDP or other planning processes to generate homeland security plans.
  • Operators, supporters, or other personnel who lead plan implementation and desire a further understanding of how to lead teams effectively through the FPDP.

PREREQUISITES
Before attending this course, participants must complete:
 

  • NPC – National Planners Course 
  • IS-235 – EMI’s On-line no-cost Emergency Planning Course

In addition, students will receive a Read Ahead for the course that presents the scenario for the first day’s presentations.
